The Problem
Most Salesforce support contracts sell you attendance.
You buy a block of hours a month. Someone consumes them. At renewal nobody can say what changed, because hours consumed is not an outcome, it is an input you were billed for.
The deeper problem is that the arrangement has no direction. Tickets get closed and requests get handled, but the organization is no more capable in month twelve than it was in month one. You rented capacity. You did not build anything.
And it usually rests on one person's initiative. When they leave, the capability leaves with them, because it was never actually the organization's.
